Frank O'Mara

National Health & Safety Manager
Leighs Construction
My passion is finding proactive, innovative ways to engage and influence cultural attitude change in safety across the whole organization.People are the key, understanding their needs and helping to create teams that live and work safely is my goal.
I believe that sustainable success can only be achieved through working with, and including people. They make the difference and caring for people is a key foundation in a safety culture. A focus on taking care of staff, contractors and any other people involved with the business, including suppliers, customers and the public will result in a positive move towards zero harm.
My favorite quote is ‘Culture eats process for lunch’.The best management system in the world will fail if the company culture or ‘the way we do things around here’ is not supportive. The way to create opportunities for improvement is to take a renewed perspective on current approaches, processes and cultures and see what enhancements can be made.

Kevin has recently relocated to Tauranga and is currently working on the Rotorua Maori Land Court and District High Court regeneration project.

Previous notable projects Include:
  • Dunedin Law Courts - Earthquake strengthening and refurbishment. Project involves liaising with multiple stakeholders, including the Ministry of Justice, Dunedin City Council and NZ Heritage. Also managing the relocation of all court services from temporary facilities back into the completed building.
  • Hagley Cricket Pavillion - $10 million, completed October 2014.
Hagley Cricket Pavilion was the first anchor project following the Christchurch earthquakes. Kevin’s role was to oversee the workings of the project, to give the client peace of mind that best practice was being followed.
  • Anglican Church Canterbury Diocese - Kevin was engaged to help set up and run the Earthquake Recovery Project for the Anglican Church of New Zealand. During the earthquakes of 2010 and 2011 the Churches across Canterbury, including the Cathedral, suffered varying levels of damage. The initial focus was to deconstruct / demolish the dangerous building. Working closely with the key stakeholders, such as the parishes, CERA, Historic Places Trust, engagement and consensus was a key success factor in achieving the desired outcome.
  • St Savior's Church Relocation - Cathedral Grammar School in Christchurch donated their chapel to the Anglican church and it was decided to move this building back to Lyttelton, from where it originated in the 1970’s. Being of high heritage value, it was important that every detail was planned a carefully as possible to ensure a successful move.

Ecoglo

Ecoglo is finding the demand for their photoluminecent designs for emergency lighting and signage, continues to increase as building owners and managers become more aware of the benefits.

Current activity includes a major supply contract the CDHB for the ASB project, a "value engineered" solution presented to the client for the new Hyatt hotel in Auckland, many general projects such as schools, office buildings, warehouses etc., and the sign replacement market where owners/managers replace electrical/battery backup signs, as they fail, with Ecoglo Photoluminescent (PL) signs.

Ecoglo has recently released a "hybrid" sign that runs off mains power but has no batteries. The "hybrid" will be installed in areas where the charging light source is not sufficient to charge the standard PL sign or an area such as a back stairwell that has motion sensors.

As well as signs, Ecoglo products can be used for emergency lighting to meet F6 "Visibility in Escape Routes". System design is completed following receipt of a fire report that shows the escape paths and the location of exit signs. An Ecoglo engineer will provide the producer statement (PS1) for the design if required by the local BCA also a PS4.

By using the existing natural and electrical lighting in the building, Ecoglo products significantly reduce the environmental footprint. With the signs being smaller, lighter and not needing to be connected to dedicated wiring, they have less embodied energy and use fewer natural resources. They have no batteries or lamps so are not subject to unexpected malfunction. They can be expected to remain functional following natural disasters such as flood, seismic activity and non-catastrophic fire.

Having no wires and no batteries, Ecoglo design systems allow for significant savings, not only because of the initial cost outlay but also the huge reduction in ongoing maintenance/operational costs. A 30 year warranty is a huge attraction for astute owner/managers.

A Global Shift in Building Policy towards High Performance Buildings

09:30 AM 10:30 AM Fullwood Room, Dunedin Centre

Rob’s presentation would outline the global shift in building policy, towards high performance buildings and outcome based codes and describe the role of quantity surveyors in supporting that shift.

He will also outline the factors impacting design, construction and life cycle costs of such buildings (many of which are counterintuitive to those not familiar with them) and how quantity surveyors can assist government, the public and clients in understanding the opportunity represented by these buildings.

Do Only Fish Need Scales?

A common mantra in today’s organisations is ‘more with less’. That’s understandable given the improvements in technology but what happens when that gets out of balance. New Zealanders are working longer hours than we have ever worked and producing less. Why?

Breakout - Kevin Long, Dunedin Courthouse Earthquake Strengthening

02:00 PM 02:45 PM Fullwood Room, Dunedin Venue

This heritage project breathes significant life into the Dunedin Law Courts, originally built between 1900-1902. The building is one of the older assets of the Ministry and, as a result, it presented a number of compromises for modern use. Following the September 2011 Christchurch Earthquake, a business case was undertaken by Ministry of Justice and RDT Pacific to determine the future of the property. The result is a significant refurbishment and structural strengthening of this formerly underutilised heritage building to bring it up to current codes and to optimise its use as a court.

11:00 AM 12:00 PM Fullwood Room, Dunedin Centre

Liam is widely known as the world number one bladerunner – hitting the headlines when after less than three short years in the sport he broke the previous Paralympic records held by Oscar Pistorius. His story of hitting rock bottom while at university to turning it all around and receiving two golds and a silver medal at the 2016 Paralympic Games is nothing short of incredible. His times on the track make him New Zealand’s second fastest 400m sprinter ever – legs or not!

Liam’s awards also include the New Zealand Order of Merit for services to Athletics, Disabled Sportsperson of the Year at the 54th Halberg Awards, and winner of the Sovereign Insurance ‘Make a Difference’ start up competition in 2015.

Liam, never one to rest on his laurels hasn’t stopped running completely; he has set himself a challenge more difficult than sprinting and has begun training for marathon running.

NZIQS has sent a briefing to Ministers stating that construction risk transfer is a major issue that must be addressed before it creates further problems within the industry. The panel will discuss:

How risk transfer away from the client and onto both contractors and consultants has reached inequitable levels and is putting significant and unnecessary pressure on the contracting parties.
What further action can NZIQS do to address this issue
What training could we provide for members on risk transfer and contract issues
